Iran’s Secret Nuclear Weapons Program “Kavir Plan” Exposed

A new report by the National Council of Resistance of Iran (NCRI) has exposed a covert Iranian nuclear weapons program known as the “Kavir Plan,” which allegedly began in 2009 under the direct orders of Supreme Leader Ali Khamenei. This secret program reportedly replaced the earlier “Amad Plan,” which was halted following international exposure in the early 2000s.
According to the NCRI, the Kavir Plan is managed by Iran’s Organization of Defensive Innovation and Research (SPND) and operates under the guise of space and missile development. The report reveals that Iran has designated large areas of Semnan Province—extending into Tehran and Qom—for nuclear weapons research, using the pretext of “desert security.”
Four key sites linked to the program have been identified: Ivanaki, Noor-al-Din Abad Garmsar radar site, Shahroud missile site, and an expanded Semnan missile facility. These locations are allegedly involved in developing nuclear warheads for long-range missiles.
The NCRI warns that the Iranian regime is accelerating its nuclear efforts and calls for the immediate reactivation of UN sanctions through the snapback mechanism before its October expiration. The report urges full dismantling of Iran’s nuclear infrastructure and unrestricted inspections of all suspected sites.
The IAEA’s recent May 31 report supports concerns that Iran’s nuclear program has consistently aimed at developing nuclear weapons.
